On November 19, 2025, Yongxiu County, Jiangxi Province announced at the 8th China Fluorosilicon Industry Green Development Conference held on October 16 that it would establish a joint laboratory with Zhejiang University Quzhou Research Institute and Organic Silicon Innovation Research Institute, and set up a 10 billion yuan industrial investment fund to fully build a national benchmark for organic silicon industry university research cooperation. This measure marks Yongxiu's shift from "scale expansion" to "innovation driven" and acceleration towards the high-end of the global value chain.
Industrial foundation: Cluster effect highlights
As the birthplace of China's organic silicon industry, Yongxiu has formed a full industry chain layout of "silicon ore monomer terminal products", gathering more than 170 enterprises and more than 1300 product types, with an industry correlation rate of over 70%. In 2024, the output value of organic silicon in the county exceeded 50 billion yuan, accounting for 25% of the national market share, and was awarded the title of provincial excellent industrial cluster for four consecutive years. Spark Organic Silicon "Phoenix" Project: With an investment of 5 billion yuan, it aims to establish the world's largest production base for silicone monomers;
Bailihe New Materials: Investing 2 billion yuan, focusing on high-end fields such as photovoltaic adhesive and electronic adhesive, filling the domestic gap;
Pilot Base: Provides full process services from laboratory to mass production, incubating 42 projects with a conversion rate of over 80%.
Innovation ecology: dual wheel drive of policy and funding
To overcome technological bottlenecks, Yongxiu has launched the "Three Ones" project:
One fund: Establish a 10 billion yuan Industrial Industry Investment Guidance Fund, focusing on supporting the research and development of bottleneck technologies such as semiconductor silane coupling agents and medical degradable silicone rubber;
One platform: Build five public platforms including provincial testing centers and chemical training bases, reducing enterprise research and development costs by more than 30%;
One mechanism: Implement the "unveiling and leading" system, and provide a 30% subsidy to projects that purchase patents and start production within 18 months. In 2024, the county's R&D investment reached 2.5 billion yuan, a year-on-year increase of 35%, and 1200 patents were applied for.
Green Transformation: Targeting the 'Dual Carbon' Goal
Yongxiu has incorporated green development into its assessment system, requiring newly built individual units to have energy consumption 20% lower than the industry average, and promoting the replacement of traditional fixed beds with fluidized bed reactors to reduce consumption by 34%. Meanwhile, exploring the circular economy model:
Building recycling: Pilot mandatory recycling of silicone rubber, with recycled silicone rubber performance reaching 95% of raw materials;
Carbon footprint management: Establishing a full lifecycle assessment system in collaboration with the Chinese Academy of Sciences to assist enterprises in obtaining EU "carbon tariff" certification;
Biobased substitution: Collaborating with Brazilian companies to develop sugarcane based methanol and solve the problem of price linkage between methanol and silicon metal.
Future outlook: from "China's leading enterprise" to "world benchmark"
According to the plan, Yongxiu will implement the "Three Year Doubling Action", striving to cultivate 3 billion level enterprises and 10 national level "specialized, refined, unique and new" small giants by 2027, and increase the proportion of high-end products to 60%. Xing Hongxing, a second level inspector of the Science and Technology Department of Jiangxi Province, said, "The Yongxiu model provides a replicable sample for the transformation and upgrading of traditional industries. In the future, it will support the establishment of a national level manufacturing innovation center and represent China in global competition
