On December 9, 2025, the Department of Industry and Information Technology of Jiangxi Province officially released the list of advanced manufacturing clusters for 2025. The Yongxiu Organic Silicon Cluster in Jiujiang City was successfully selected based on its complete industrial chain layout and outstanding innovation capabilities. This recognition marks a crucial step forward for Yongxiu County in building a national innovation highland for organic silicon.


Deep integration of industry, academia and research, intensive implementation of innovation platforms
Yongxiu County relies on its resource endowment and policy support to build a "one core, multiple points" industrial pattern. In October 2025, the county will jointly establish a joint laboratory with Zhejiang University Quzhou Research Institute and Organic Silicon Innovation Research Institute, focusing on the research and development of high-end fluorinated chemicals and organic silicon "bottleneck" technologies. At present, Yongxiu has established a 30 million yuan innovation incentive fund to support enterprises and universities to cooperate in the development of cutting-edge products such as ultra-high purity silicon carbide ceramic powder and semiconductor grade silicone oil. The pilot base of Jiangxi Ganjiang New Area Organic Silicon Innovation Research Institute has achieved multiple technological industrialization, and the R&D investment of industrial enterprises above designated size will increase by 23% year-on-year in 2024.


The agglomeration effect of projects is evident, and the resilience of the industrial chain is enhanced
In terms of industrial projects, Yongxiu County has formed a cluster model of "leading by leaders+supporting by small and medium-sized enterprises". The annual production of 20000 tons of organic silicon project by Jiujiang Xingcheng Polymer Materials Co., Ltd. and the annual production of 100000 tons of bio based nano silica project by Jiangsu Evolutionary Silicon Green Technology Co., Ltd. have been successively put into operation, covering the entire chain of monomer intermediates, silicone rubber, silicone oil, etc. By 2025, there will be 80 high-tech enterprises in Yongxiu, and enterprises such as Spark Group will fill the gap in the domestic high-end sealant market through independent innovation, breaking the dependence on imports.


Policy empowerment and capital linkage to build a billion dollar industrial base
Jiujiang City has listed the fluorosilicon industry as a key focus of modern industrial system construction, and established a 10 billion yuan industrial industry investment guidance fund to support enterprise technological transformation and mergers and acquisitions. The Science and Technology Department of Jiangxi Province stated that it will continue to promote the construction of a national level science and technology innovation platform in Yongxiu and accelerate the transformation of scientific and technological achievements. According to the plan, the Yongxiu organic silicon industry cluster will upgrade towards high-end, green, and intelligent industries, striving to form a scale of 100 billion yuan by 2030 and become a national demonstration and innovation highland for the organic silicon industry.


Industry impact and future layout
The rise of Yongxiu is reshaping the map of China's organic silicon industry. Its "innovation chain+industry chain+capital chain" triple chain integration model provides a benchmark case for regional collaborative development in the industry. With the deepening of the multinational layout of the overseas base of Oriental Yuhong in Brazil and the 130000 ton lotion project of Rosf, Yongxiu is expected to occupy a higher position in the global value chain, helping China's silicone industry move from scale leadership to value leadership.
